Drupal 8 Multilingual Initiative Sprint

On this code sprint, we'll look at the most important issues from the D8MI issue queue at the time. It is suggested but not at all required to attend the Core conversations about the state of the initiative to get up to speed. We'll be able to re-visit that in short in the morning for those who need it. People with usability, JavaScript, workflow, entity, etc. experience needed.
